Your program provides DDL's with bib records that link to digital publications in your repository, but my understanding is that you don't provide them with digital copies of the documents. Have you thought possibly of going to the next step in creating a true Digital Depository System using a private LOCKSS network?
Our new Symphony ILS gives the public the option of searching a single catalog or all the shared catalogs in our system. We haven't figured out a way to allow users to search their local catalog plus another catalog or a collection such as "state publications" collection within the state library's catalog.
You're not, perchance, using Symphony yourself are you? If so, we'd love to learn how you've been able to do this in creating your SGIC search.
Kind regards,

Thank you for joining us here at the Utah Hive. We're quite honored. In the course of writing up the forum post on Digital Depository Libraries here, I found a forum post that you posted May 28, 2008 at the Best Practices Exchange site on the same topic. You have officially created a category, contract, and press release for the those libraries wishing to receive deposits in digital format only. That's so cool. I'm interested in hearing how this is working out for you.
